Anne E-
Accordiing to the Quills website they have 6,000 booksellers & librarians making suggestions. They also take Publishers Weekly * reviews, B&N Great New writers project, Borders Original Voices, Book Sense picks & bestseller lists.

It is my understanding they are deliberately selecting the most popular reader's choices. Quality has nothing to do with these awards & Quills pretty much says so.

I still say Candice Proctor's comments stand as the best view on what's happening within the romance community.
